Recent Changes in Florida Laws for Health Professionals

In 2024, Florida introduced significant updates that impact healthcare professionals looking to practice in the state. A key change is the Mobile Opportunity by Interstate Licensure Endorsement Act (MOBILE Act)

Which simplifies the licensing process for professionals holding active, unencumbered licenses from other U.S. states or territories. The act enables these professionals to practice in Florida through a streamlined endorsement process.

Key Points of the MOBILE Act:

  1. Applicants must hold an active, unrestricted license from another state with a similar scope of practice.
  2. They must have practiced their profession for at least 3 of the last 4 years.
  3. Applicants should not be subject to ongoing disciplinary actions or have faced major sanctions.
  4. A background check, including fingerprint submission, is mandatory.


If a nursing student completed their program in Spanish, they will need to take an English proficiency test of their choice and undergo a credential evaluation. The accepted exams and required scores are as follows:

• TOEFL: A minimum score of 540 on the paper-based test, 207 on the computerized version, or 76 on the internet-based version.

• Michigan English Test (MET): A minimum score of 55, with at least 55% in the speaking section.

• IELTS: An overall score of 6.5, with a minimum of 7.0 in the speaking section on the academic version.

• OET: A minimum score of 300.

• Completion of a Nursing Program in English: If the nursing program was conducted in English in another country, it can satisfy the English competency requirement without the need for an additional proficiency test.

These requirements ensure that the student demonstrates adequate English language skills for professional practice.
